I think the pendy is somwhat balanced. Mages won't need it. "most" thiefs won't. Alot of BM's have there builds around the 2x+ str bonus from HT pendents. However. Warriors, who compared to thiefs/Archers will get a nice bonus. But like I said its only somwhat balanced. Dexless NL's now have a new toy. and such.
most of the BMs using that would have to be anticipating that they would get the ht pendant. I on the other hand, feel like i will never get so went with a 80 str base and all my equips to equal what i need (115 in hopes of an Arclancer <_<) even with the HT pendant, thats a LOT of str scrolling.
Lets say you go with 25 base str, +15 from zak helm, + 22 from ht pendant, there already is only 62 str, and just to use the lowest of the "end game" bows, you need at least 85 str. So lets say +10 for a str pac (14 for an YAC) 1 str from shoes, and 6 (dreen azurna) from overall, now you have 79 str total (83 with YAC, but most would go for attack) thats still a good 6 short from an arund. You can scroll the overall for str, but the only way for it to be worth it, is if it lets you replace the cape with a dex one instead, you you still have a better outlook with the overall stat wise.
Basically im saying the 2x base str is not smart >_>
