The majority of high level pirates are just located in guilds like honour forsaken and mint
And as such tend to do things like boss fights with said groups, aka not available to pq with people like Mickey and I. If they will though, then I apologize for my assumptions, I'm just going off of what I've seen. Hopefully Dedication can get some pirates to help us do the PQ later.
