Yes it was, on the notice about patch version .66's contents, I was going to mention it but new info about the bosses got the best of me all the times. x_x

The difference between 0 and 145 is 45.

IDK why they enter 0 in the place of 100, but 100 is normal movement, and Russt claims 0 = 100 apparently.

I believe I didn't get it wrong.. o_o

Monster speed values: -100 ~ 100 (any higher bets?).
Character speed values: 60 ~ 140 (unless I misjudged Slow's capacity), also keep in mind Hog's 150%, Mane's 170% and Draco's 200% speed values.
=> monster's 0 speed = character's 100 speed => Hsalf's 95 + 50 speed = character's 100 + 95 + 50 speed = 245% character's speed.
