How soon do Mages become able to hit Headless Horseman

He wants to leech.

If he wants to leech from Headless Horseman, then the leeching situation has gotten out of hand. Headless Horseman has 300,000 experience, which isn't even worth the effort to find out when he could hit it, even at that level. By the time he could hit it with magic claw, there would be way better options to leech at.

I'll give him the benefit of the doubt and just think it's an adventurous cleric wanting to test his bossing capabilities a little too early.
