Clean Slate Glitch?

You know, there's a faster way of checking whether or not you're supposed to be able to have that many slots.

Anyone who has a clean slate scroll try using it on a +6 (or +9 YAC) cape and see if there is a retroactive effect. Since Clean Slate scrolls are scroll blocked when a cape is +5 (or +8 for YACs), then using it on a +6 cape should either be scroll blocked or reduce it back to a +5.

If the scroll is scroll blocked or there are such retroactive effects, then the extra slot was not meant to be.
