The sad thing is that there is a difference. Normally, you only have so many options to improve stats. A) Scroll yourself a better item. B) Clean Slate an item of yours and try improving it. C) Make a perfect 10% + Whites item. D) Buy from another person who used said methods. However you want to spin it, that's how it goes. That's how to get better stats gear.

Now you're bringing in an option E), which is using a glitch with White scrolls to add any number of slots to items. It's always been set in stone that items have as many slots as their number implies. That's what it's there for. There has never been anything that adds completely new slots to items. If there was, it'd be a "+slot scroll" or something that is intended for it to happen--not a glitch with White scrolls.
