No, the "perfect solution" is this:
White Scrolls do what they are described to do:
Block the removal of a slot when a scroll fails. If a scroll does not change the number of slots, do nothing.
They are not "add a slot" scrolls, they are "protect failure" scrolls.
It's one thing for "perfect gear" to be +7 10%.
It's quite another for "perfect gear" to have no upper limit except the physical number of scrolls on a server.
