It's also possible that they're only putting the staffs up as possible rewards for the party quest, while keeping the elemental wands solely gachapon. Though it's equally possible they just chose a random elemental weapon that just so happened to be a staff.

The price of ilbi may increase if the hacking problem is solved. However, I really don't see the price of steelies increasing. You have people selling leech at Harps day and night, and large numbers of lower level individuals killing leprechauns in crimsonwood forest for mesos, which also drop steelies. I wouldn't be surprised if steelies continued to decrease in value, to be honest.
