From what I've understood, each clan in the Keep is not supposed to be a reflection of the current classes. It's more like the classes they had back in the day.
Imagine if instead of having started the game with Pirates, Warriors, Magicians, etc. we had StormCasters (Melee Magicians, Warriors), WindReavers (Bowmen, Assassins, later updated with Gunslingers), ShadowKnights (Bandits, later updated with Brawlers), etc.
So, I don't think there's a necessity in having another Keep clan, specially made from Pirates.
