If you're saying the nice little buff we got back in MS's 3rd anniversary from a Maple Admin NPC every hour or so, then I do believe it does come from NLC. However, they might have removed it......not sure.
But anyways, it only affects you.
For Expansion, you can buy up to 48 slots of any section of your choice. However, note that certain classes get slot expansions during job advancements, so note that and plan accordingly.
(FYI: For AM's that doesn't get any use expansions from job advancements, the cost of maxing out use expansions is about 24K NX. For other classes, it'll cost less since they get free expansions sometime during their job advancements, so expanding to max slots will be somewhat cheaper for them)
