Any time a statement of functional intent is provided behavior outside that stated intent is considered a glitch. It does not require the creator to come back and also add "btw, if it does anything other than it's described properties it's a glitch". It's a glitch by the intrinsic value of defying it's description/purpose.
HP washing would not be a glitch because the system performs exactly as described in all portions of the process. If anything HP washing is creative use of the game mechanics. If the description of white scrolls were updated to say they reverse any form of slot loss, then this too would be creative usage of game mechanics.

Honestly, I can't believe there is any (and by any I mean pages and pages' worth) argument about this. It's so simple what is a glitch and what isn't. Am I saying all glitches are the same? Am I saying all glitches affect the same things or amount of people? Am I saying it's even bad to take advantage of this?
No, I'm not. It's simply a glitch. And guess what? That's all this thread was about. OP asked about a glitch. Glitch was tested. Glitch was confirmed. Thread's intent was fulfilled, and thus, ended.
