If you weren't being sarcastic, the light bulb appears and won't go away for 0-23 hours depending on time zone because Nexon's server time and your computer's time don't match up. Even if Nexon intended to have a light bulb stuck above people's head, which makes no sense at all even from their standpoint, they'd make it so it'd be always there, or for a consistent amount of time for everyone. Not for the difference in hours between server time and computer time, which varies between users.
