If you use a 10%+white scroll, you spend 10 10%'s and 10 white scrolls on average for a +1.
If you use a 10% and fail it, then use a clean slate+white scroll, you spend 10 10%'s, white scrolls, and clean slates on average for a +1.
The only difference is that you'd be able to 'fix' an already-scrolled item, without having planned from the start on whiting the item.
