Isn't it more likely to be an edit in screenshot or the formula commonly use still have some flaw??
The formula definitely is flawless: it has matched my own and many other people's ranges exactly at many levels. So yes, I believe the screenshot is in some way edited and I'd like to see his equips so we can derive his real range and know the truth about this problem.
