If they decided to change Power Guard into a purely defensive skill (like Magic Guard or Meso Guard), it would make sense. If they decided it would only reflect damage to monsters up to your level, that would make a sort of sense, too.
But entering your accuracy into it just makes no sense. Accuracy applies to attacks you initiate. Active attacks, let's call them. PG is a passive attack, that happens when you're just standing or walking, minding your own business. PG even "attacks" when you're stunned. It has no animation of your swinging your weapon at the monster. It's magic. What has it got to do with accuracy?
Or, as I said in the opening post, if you bring accuracy into it, bring damage too.
