Slightly necroposting, but I got a reply from Nexon:
Tl;dr: We're supposed to keep charms inside Cash Shop. As well, I decided to ask about my t-shirt (to see what's up with it and to make it simple to see if I got an automated response or not) and basically that's saying Im not going to get it. It's like a running joke with me and I dont really care anymore, but it's nice to know I didnt get an automated response, lol.

We're sorry for this confusion. Please note, however, that the Safety Charm is working as intended. Should you receive any items that protect against Experience loss when you die (such as you have noted), we recommend temporarily storing your Safety Charms in the Cash Shop.
As for your contest prize, our records do not indicate that there has been a problem with the delivery of your T-Shirt. We are very sorry if you have not yet received it. While we are glad to hear that you received your computer, we will not be able to assist further with your Shirt.
