Even inbomb admitted himself that he noticed the diff in spears and pa's, it still affects the 4 str you have.

4 str * 5.0 multiplier * 100 attack / 100 * 190% SSKick = 38 max damage
4 str * 3.0 multiplier * 100 attack / 100 * 190% SSKick = 22.8 max damage

Big deal. A whole 15 damage difference with 100 total weapon attack, which most people won't even have with low common weapons. The attack of the weapon itself is still a much bigger factor than its type.

Sure, it still makes a difference, but it's not like a 50 attack spear would beat out a 60 attack, or even 55, polearm.
