Pap skill drop rates upped?

... if only the Paps I kill crapped out skill books. Haven't had a skill book for maybe 15+ Paps now? I kill them fairly regularly too, I just get the usual crap, like NPCables (if any). The last skill Pap dropped for me was Infinity... </3
