10 extra STR, I guess. Also, Shockwave is SLIGHTLY more useful since Striker Blast only hits 3 at max.

I think the only skill w/ innate lightning is Spark, but I could be mistaken.

Regular TF/STF doesn't give str, i doubt this one is any different. Shockwave was only good because it's really strong and you can stun in STF, which you can't do here.

I see no point at all in getting any points in shockwave. >_> I guess i'd get some transform though, for the haste...

Edit: You can stockpile points and use them all when you get barrage right? If so, that nix's drain, TF, and SW meaning near maxed barrage at level 100.
