If you look at newties on the other side of the map when she uses Barrage, you see the same lightning effect, and we see, at the beginning, that she uses 2 lightning-buffs (most likely Sparks, then the lightning charge)

His/Her earlier vid shows it of a lot better. It seems to be really affective at gobies.
