The animations in the data would lead me to believe that it's not a buff. Can't be sure though, which is why I want to see a video :p

Pause this at around 20 seconds when he is using Barrage. See the lightning effect? Also, I think that chain-lightning-ish buff is the skill.

If you look at newties on the other side of the map when she uses Barrage, you see the same lightning effect, and we see, at the beginning, that she uses 2 lightning-buffs (most likely Sparks, then the lightning charge)
