Thus, my explanation for a level 200 FP coming out this late is that FP are always insulted, and eventually and gradually, these degradations bring the FP to start over on a new class, or just quit. In a way, this post explains it:

This reminds me once of a documentary on an experiment I saw, in which there were two groups of participants, both which almost the same IQs and test scores. However, while the first group was constantly praised, the second group was insulted and were made to feel uncomfortable.
After a few days of the same treatment, the first group began to perform significantly better on their tests, and the second groups fell behind by a substantial margin. Later, when the groups were switched, the first group degraded and put down and the second group praised, the second group had raised test scores while the first had lowered by almost 50%.
In the same way, the FPs have always been put down, therefore their lost confidence levels caused their performance to drop, while the IL pride allowed a IL to be first to the top of the magician chain.
Now that the IL is overplayed, and uniqueness is stressed, the FP had regained a bit of confidence and grinded there too.
