Understanding warriors and their accuracy

I didnt get this part:
Accuracy for Max Hit-Rate = 55 * [(Monster Avoid) / 15] = 3.667 * (Monster Avoid)
Accuracy for Min Hit-Rate = 55 * [(Monster Avoid) / 30] = 1.833 * (Monster Avoid)

Also..
55 * [(Monster Avoid) / 15] equals 1,833 or 3,66? Makes no sense :[


How is 30 base dex for a unfunded person?..
Maybe 40 is better? Iam lv 26 now (l.o.l)
