Physical attacks and Magically neutral attacks are two different things. So, it could be a "Neutral Magic" charge. The way that physical element attacks appear to work is that rather than being pure fire or whatever, they're half fire/half physical. That's why the elemental boost is different. Wouldn't be surprised if it's the same thing here, half neutral/half physical.
Element attribute and physical/magical are two separate things. All mage skills are fully magical, everything else is fully physical. That's why WKs with charges on can't damage weapon cancel.
At full element attribute, a skill deals 1.5x damage on favorable targets and 0.5x on unfavorable targets. Most mage skills, bowman summons, and corsair capsule skills are full elemental at all levels. Composition is half of each element. F/P compo does 1.25x on a fire weak poison neutral because half the skill gets the 1.5x multiplier and the other half is 1x, so they average out. WK charges start at some-amount elemental and other-amount neutral, and gradually work up to full elemental. But at all times, it's still fully physical - or so we think.
Immunities, by the way, are weird. If the skill is even 1% fire and you use it on a fire immune target, it'll deal 1 damage.
Soul charge and striker lit charge: What is the x value in the data? The actual elemental multiplier is half that.
i.e. x value of 100 means the skill is fully elemental and has a 1.5x multiplier. An x value of 25 means the skill is 25% elemental and only has a 1.125x multiplier. (I should hope not.)
