If you want to experience the new quests, you should level another char to the right level for the quest. Doing it as someone way over the level, it will not be anywhere as challenging. You won't really experience it. I could see raising the quest level limit by 10 or so for the first month, to let people who just missed it, do it. But not people 50 levels too high, that's ridiculous.
Ah, but you're not looking to experience the quest. You just want another line in your quest log.
Well, too bad. Newer players will never be able to get your Event quests from two years ago, or any other time-limited quests of the past. NX-less people can't do some quests (pet quests, the halloween quests requiring a costume). Some quests are job-specific. If World Tour gets removed, new players will never have the Showa and Zipangu quests that you do.
The Maple World is dynamic, quests come and go, live with it.
And, from a role-playing perspective, I'm not doing quests to have a larger quest log (well, sometimes, but for the most part no), I'm doing it to save Magatia, to reveal the truth and stop the bad guys. Some people actually get involved in the plot and want to actually resolve it, and it's rather annoying when there's a pretty huge chunk of storyline we can never see. That's why I don't complain about not being able to do things like CPQ or the Coliseum. They don't add anything to the storyline.
I often wonder why anyone would play a game where they didn't care at all about the plot. What's worse is when the developer ASSUMES you don't care and gives you know way to learn the whole thing on one character. For Cygnus, it's understandable, but there's no excuse for it in regular classes.
