But then the in-game NPCs say that characters created after September 13 can't leap.

Turns out quite a few people created "leap mules" over the last week, for things like inter-world trade or carrying hundreds of cash items (since Cash Storage doesn't transfer), and can't Leap them.
Nexon's copy-paste bots are positively heartbroken over being unable to help

This is in addition to going back on Artasi's old promise of allowing leaps into non-"main" worlds of alliances, and getting the community incensed over the exclusion of Windia. Excellent event.
