Vitality recovery familiars - what do the skills mean?

Hmm... that's quite odd then if time interval is 10k, because recovery is typically tied to the 10 second period. Can't imagine what that 10k is, unless it's 10,000 ms. I'm just trying to figure out what the time = 1 for the decFatigue is.
