It uses the same variable as the Evan card, which also doesn't have a rate listed in the data, except for being hardcoded in the string explaining how it works.
They also updated the Tinkerer set quest from starting at April 6th to August 18th, so there'll possibly be a Marvel starting on August 18th. I think it's safe to assume they'll be adding the Firestarter Ring then.
