Are you sure these aren't secondary characters that were quit because they went off and made yet another character?

I think his point is they reach one point where they have to train themselves, and have trouble getting past that period, so even if they quit for another character, they'll still reach that point, and the high-high end levels are truly only obtained by the ones who train for it.
