pomegranate, I thought it was the other way around. Also, how exactly was the process "started" in 1998, that's when ICANN was formed, and it looks like they just opened up a comments section for a few months for input before ICANN was put into place. That would seem to me like it was them making ICANN the "solution" that was in compliance with that input, since ICANN was formed in September and the commenting was done between January and March of 1998. The main website is likely contractually obligated to say that it was always a temporary thing or somesuch, it looks like the actual request was made on March 14th 2014 for this transfer portion, unless I'm missing something else.
