The lowered requirements are only up to level 200.
Coupons and such work to 250.

That's what I meant, though. 1 to 200 is the most important part of the game, arguably, for new players. So nerfing bonus exp coupons while lowering exp tnl just seems counter to the point. Most events include those coupons now in plentiful amounts, so I just don't see the point in nerfing them, assuming it's intentional. Why slow down leveling?
