Question: I hear there's a limit of like 10 job advancements or so per character. Does this include raising the rank of a class you already have? i.e. Would going from Swordsman 1* all the way to 3* already count as 3 (or 2 perhaps, if the starting one isn't counted) out of the 10 or so advancements? Or will it only count as 1 since I wouldn't have changed any classes, just stuck with the same one?

Yes, There's 10 advancements total, and each rank you move, or each job you change, counts as an advancement. Going from Wizard 1 to wizard 2 uses an advancement, and going from wizard 1 to cryomancer 1 also counts as an advancement.
