Because of the small chance that you can have super pro leet gear on a character that people would totally believe that you legit farmed up yourself.
Really they're only fooling themselves if they believe that anyone would think they farmed up several billion mesos legitimately.
I still think the idea/concept of reboot is a good idea, I enjoy being able to just get cubes from mesos or boss drops or whathaveyou. I think some of the rates should be adjusted (cubes should be about half the price they are now IMO). And hoenstly the server's only been up for about a month. People expecting nexon to move quickly on bugs like this either forgot about their track record or believed that reboot was going to be some sort of awakening in nexon to allow them to fix bugs in record time. Nexon's probably not even been in the office the past week or two save for a skeleton crew to make sure the servers don't melt down. I'd just give it some time and hope that the major bugs get fixed. (Gollux, Link Skills, Etc...)
