It's not so much that they don't do S2s, it's more that they miss a lot of good opportunities and don't animate some that a certain core audience for the shows really want. A good example is just last season, I very much doubt we will ever get an Overlord S2 but a lot of people really liked it and there's more than enough for a second or even third season, since there are 3 source materials to choose from (WN, manga and LN) and all of them are pretty far from where they left off in the plot on the anime. So, yes, they do S2s, but they make poor decisions about which ones to skip on and which ones to go for.
They don't have the licenses for those, they don't decide if there is a second season.
Very rarely do studios have the license and get to decide if a show gets a second season, exceptions exist like kyoani who bought the rights and license for hibike euphonium, but in general it's not the studios decision.
The studio can obviously say no or yes to work on a show, for example iirc madhouse said that they disliked working on mahouka meaning it's likely they'll turn down making another season of that over something else.
