This system doesn't get rid of hackers. (I don't see why it would.) This would screw up leech sellers/buyers though. Whether that's a good thing, we will see. A lot of you clamor for "no leech!!11," but you guys don't realize that the main income source for AM/bishop is selling leech. Once that's gone, AM/bishops will have to resort to other methods of making mesos. Some will turn to NX, tilting the economy against non-NX users. Others will turn to merchanting. (That's for those of you that shudder at the thought of more merchants.)
There would need to be a lot more PQs released for this to work.
I'm pretty sure most AM/bishop would rather go without all three than see this new party system come to bear. If AMs don't shine at something (they fail at bossing), they will become another useless class.
You haven't thought this through enough (have you played a priest before?), unless you want clerics/priests to get a tenfold boost to heal EXP bonus. Example: at Himes with an average attacker, I get 1500 exp (including HS) per kill right now, with a mob of 15 around (1500x15 = 22.5k). After my attacker finishes killing that, I head off to gather the next mob. My healing him gives me about... oh, 500EXP total. If we switch to % dealt -> EXP received, I would get maybe a third of my current total. That's a lot more than 500EXP I just lost per mob.
