He's more in the Railgun spin offs than Index IIRC. It's been a while, and I marathon'd the series, so my memory of it may not be the best. In Railgun's second season, he wears a shirt of inverted colors than this(main color white/minor black). I could kind of see the likeness. Accelerator's power was controlling inertia or something, so it's like Kinesis' psychic s'hit.

I might come back to throw trains with the class, it does that, right?
