That's the issue - they've been letting cheaters get away for FAR too long. They needed to have been acting with an iron fist years ago, and kept with it.
They know the game is dying, they know letting cheaters get off scott-free is killing the game, but they are trying to drag the game out as long as possible to make the most money. And I think they're capable of dragging it out for several more years.
