Were you following Maple last time that happened with the Bounty Hunter exploit? They perma banned the people who abused the sh'it out of it and unbanned them a month (?) later because it was so many people. It'd be the same situation with this.
Nexon can't afford to mass-ban as a company if they want to make money.
