Banning would be a tough line to cross, because I'd imagine that the first few people who found this exploit didn't necessarily have ill intentions, they just tried to sell back a cube to see what would happen. Also, it's not as if they used an illegal programs to do this, and you can't really blame children playing an online game to have a lapse of integrity and take advantage of a Nexon screwup.
I'm not sure why its necessary to ban and then unban accounts, possibly because having a banned account puts you on a "watchlist" with less of a grace period if you get caught exploiting or doing something bad a second time. Also having an account that's never been banned before has been necessary for selection for things like Nexon employment, MWLB volunteering, and being a tester.
Not to say that what these people did is excusable, but I believe that it would be very difficult to ban people without a quarter of them being unfairly banned.
