Nexon doesn't have to worry about hitting innocents that happened to receive exploit mesos or what have you; they're all stuck on the account that actually abused something.
If you can't trade in reboot, this is the perfect scenario in which to ban them. There is no possibility that someone who has these equips/cubes/whatever didn't do the exploit themselves (or hand it over to someone who did, which is essentially the same thing).
If they were truly interested in making the game playable again, they would. Of course, they won't.
