The report says "lower than expected HR costs" which lends credence to your theory. There's also a material amount of changes in income due to foreign currency fluctuations (value of the won and yen didn't change the way they expected) which mostly went in their favour and they haven't reported some of the related losses in net income, opting to leave them in other comprehensive income which is a different section that they technically don't have to mention in summaries.
