Question regarding Hero's skill Shout: does the cooldown apply only when the skill is used with the down button, or always?

When used with the down arrow key, Combo Counter #w consumed, hits #s times, with an increased attack range
Cooldown of #cooltime seconds

I think the cooldown applies to both because it doesn't say anything specifically
