This is new.
I wonder how they prove "scamming."
For "hacking" (including botting) they don't accept player reports, even when accompanied by video evidence. The GM has to catch the hacker red-handed.
How do they do that with scammers?

I don't know. But I do see someone on here that came into my guild and scammed a whole bunch of people in it via nx and we reported him, soooo idk.
