Mobs in the first 2 rooms can drop the Souls as well, though it might only be the gray ones that can. I'm pretty sure I've gotten Seals from the first two rooms as well.

The milk cows can also drop chaos frags.

Seal rate might just be really low then. I figured if I could kill 100~ cows with no seals the chances are probably really low.
