I would understand it more if it was like a perfect luk sauna or perfect BWG.

Perfect Sauna, maybe, but they're all ridiculously hard to get anyways. Perfect Weapon has the largest weight on your damage and thus your training ability, so it's not all that bad.

But seriously, I wouldn't even spend $1 for such things -_-;
