Most, if not all of the assets in the new DLC MK8 tracks are new.
Obviously a lot more work doesn't go in to making a smash character, otherwise it wouldn't only take roughly 1.5 months to make a character based on what was in the base game, where both the base MK8 game and first DLC pack suggested a track takes about a month. If development time is really so related to final DLC pricing, I'm still waiting to hear why the characters aren't £2 or less.

edit: And Roy as an upcoming DLC character. Disappointing if only because it means we can't have more awkward zombie comics where Roy is continuely left out.
