NO EXP Encore Event and Easter EXP & Drop: 4/4 – 4/5

with all the lag it may as well be no exp

could someone explain this event to me? is it like if enough people play, the monsters will give exp?

Nexon puts on random 2x/3x and they say when via their facebook page. I've heard some mobs taking exp (someone from my guild said they lost 2m upon killing a mob) and I've heard of people getting 0x but I've never seen it personally.
