I know the name for my Priest was already taken during alpha testing. I doubt whoever did it deleted that character back then, but I was able to take that name myself two days ago.
The way they worded their most recent blog post, that's not the case anymore (but may have been at some point).

It sounds like that may have happened, but they solved it by adding the letter A to conflicting names. At this point a naming conflict shouldn't be the cause of any issues. Additionally, some obscure names are still missing from character lists. For example, my friend has some very unique names that I can't imagine anyone would use besides him (it's like someone besides me using Polantaris). But his characters are still missing.
