I don't think so, as I have a Lv120ish Jho GQ and he's still normal. Plus the Esurient Z set wouldn't be so painful to get if that was the case.
It requires 8 Vile Fangs, which only come from G-Rank Savage Jho.

35% Head Break (x1)
20% Head Break (x2)
And he only appears in G-Rank Rare Expeditions as a main monster. Seen a couple threads around complaining about it because they wanted the set.
