Well if you already have legendary items, and only need to get better stats, if the prices of cubes go up and the only thing that changes is tier up rate and not chance to get more primary lines, then you'd want to buy them now.

Cube prices won't go up. I don't think they'd dare, the community would be livid.
I do expect the rate of good lines to go down, but that will be a silent change that they will vehemently deny.
